Answer:  Yes, any of the forms listed in TAB A under Bid Security is acceptable such as, Bid Securing Declaration. 

Query 2.   Would you still issue a Bid Bulletin regarding the submission date? As mentioned during the pre-bid last Monday, we are encouraged to submit at an earlier date, anytime within the week of Sept. 11, 2017. This is due to fewer documents to prepare and submit plus, the project needs to begin the soonest time as well.

Answer:   Bid documents can be submitted prior to 18 September 2017.

Query 3.   Can we adjust the delivery lead time 60 days (instead of 15) since most of the work will be done by WDT who’s based in the US?

Answer:  Delivery period is extended from within fifteen (15) calendar days to within sixty (60) calendar days.


Query 4.   Can we do the 15% (or higher if possible) advance payment/mobilization fee upon receipt of NTP?

Answer:   Advance payment not to exceed 15% of the contract amount shall be allowed  upon submission of an irrevocable letter of credit or bank guarantee issued by a Universal or Commercial Bank, and paid within sixty (60) calendar days from signing of the contract. The irrevocable letter of credit or bank guarantee must be for an equivalent amount, shall remain valid until the goods are delivered, and accompanied by a claim for an advance payment. (Sec. 4.5 of the 2016 Revised IRR - Annex D)

This Bid Bulletin is being issued to answer official queries submitted in writing by the two (2) prospective bidders:                 

I.  INTEGRATED ENERGY SYSTEMS & RESOURCES, INC.
1.  Technical Specifications 4. DVBS2 Receiver Specifications:

Query: Channel demodulation of 21APSK is not a requirement for the DVB-S2 Receiver by JMA for the HimawariCast transmission. Also the 3 recommended manufacturers of DVBS2 receivers by JMA are not compliant with this requirement. Is it possible to remove this requirement?

Answer: 21APSK is changed to "up to 32APSK". The current HimawariCast Service uses QPSK with DVB-S2, but we recommend to include APSK in order to adapt any possibility in the future including receptions for other satellite services.

2.  Technical Specification 5 & 6. Desktop PCs

Query: We would like to offer Windows 10 Professional instead of Windows 7. Windows 10 has been tested and is compatible with SATAID, Kencast etc. Please confirm that Windows 10 is acceptable.

Answer: We cannot recommend Windows 10 because it is not stable enough for the purpose on the mission critical systems.

3.  Additional requirement from the Bid Bulletin No. 2

"The manufacturer must have an experience with WMO/JMA Project for the installation of HimawariCast Receiving and Processing Systems."

Query: This requirement is referring to a single project awarded in 2015. If this is the only experience accepted then only 1 manufacturer can bid for this project. Will the BAC consider similar project NOT only with WMO/JMA but other JICA funded project?

Answer: As agreed during our pre-bid conference, we considered other similar project specifically for the installation of HimawariCast Receiving and Processing System for the purpose of determining the experience and the success related on this and subject for verification.


II. STATE ALLIANCE ENTERPRISES, INC.

Query: May we request your good office to accept the Completed Similar Contract for the HimawariCast the Weather Instruments and Meteorological Equipment, Instrument and Remote Sensing Equipment as long as the Manufacturer itself have an experience with WMO/JMA Project for the installation of Himawaricast Receiving and Processing System which can verify at WMO or any form of documents?

Answer 1. Completed Similar Contract must be related to Meteorological Instrument/ Meteorological Remote Sensing Instrument.

2. Experience with similar project other than WMO/JMA Project specifically for the installation of HimawariCast Receiving and Processing System shall be subject for verification on the veracity whether installed at any NMHSs or proof at WMO or any form of documents and the like.

This Bid Bulletin is being issued to answer queries submitted in writing by prospective bidders and include additional requirement on the above-cited project, to wit:

I.    OFFICIAL QUERIES OF STATE ALLIANCE, ENTERPRISES, INC.    

Query #1.  Please clarify the types of other products than the SATAID product more concretely.

Answer:    SATAID products converted to the standard image formats such as TIFF, GEO-TIFF, BMP, JPEG and PNG.

Query #2.  Is it acceptable for the system to generate a single and fixed domain product?

Answer:    No. The system must generate multiple domain sector products that can be defined and generated simultaneously on real time basis. All the domain sector areas for the output product images should be able to configure by an administrator level or operational level users with GUI interface.

Query #3.  Is there any additional requirement for the image product to be created?

Answer:    All the image products can be overlaid with geo-map lines such as the coastlines and the country borders based on user-definition capability.

Query #4.  Is it acceptable for the dissemination capability with a simple FTP method by manual?

Answer:    It must be based on automatic processing operations as well as manual operation basis. The automatic transmission service of the created products to the internal/external users can be simply registered or modified by the system operators with a GUI interface.

Query #5.  Please specify the media or the network how to protect against illegal access.

Answer:    The system shall include a firewall to protect against unauthorized network access form other systems through the connected network whether intranet or internet.

Query #6.  Can we use general steel bolts and nuts to assemble the antenna and pedestal?

Answer:    No.  All the screws must use a material made of SUS-304 stainless steel for the reason that it has excellent resistance to a wide range of atmospheric environments and many corrosive media.

II.  OFFICIAL QUERIES OF INTEGRATED ENERGY SYSTEMS & RESOURCES, INC.

Query #1.  What drawings and plans should be provided with the tender? (Technical Specification-E)

Answer:   The bidder must provide a technical proposal with a system diagram to be supplied including descriptions for hardware specifications, all the functional capabilities of processing software, the plans for installation, testing, trainings and factory acceptance test, maintenance plan and warranty policy to be carried out.

Query #2. Is there a requirement for the size of concrete foundation for the antenna?

Answer:   The size of the concrete foundation for the antenna must be based on the design of a pedestal mount. The pedestal foundation must have sufficient strength against wind load at each site.

Query #3. What is the distance from the antenna to the receiver? Is there a drawing or layout plan for each site showing location of the equipment? This will assist in determining the scope of civil and installation works.

Answer:   The cable distance from the antenna to receiver is up to 100 meters but the shorter is better due to cable loss of signal strength and shall be decided properly based on the actual site to be installed. A procedure or layout plan on how to install HimawariCast Receiving System must be submitted as a guide.

Query #4.  Is there any special requirement for the TYPE of Over Voltage Protector? (Technical Specification F-7. Other Equipment (b)

Answer:   The bidder must propose the suitable specifications for the OVP in the technical proposal in order to protect equipment against irregular voltage and surge impulse inputs from the power supply lines.

Query #5. Is there a drawing of the Pedestal Mount? (Technical Specification F-8. Pedestal...)

Answer:   Yes, the bidder must propose the adequate pedestal mount system in the technical proposal.

Query #6. Regarding UPS requirement, what is the required back-up time? Does the 15 min. back-up time sufficient?

Answer:   The purpose of the UPS is to shutdown equipment automatically in case of power failure to protect equipment including PCs so that there is no primary specification for back-up time. The UPS should invoke all the functions automatically without human intervention when power supply is restored. It is also required for the UPS to have long life batteries.

Query #7. Bid Preparation, can you please identify in the checklist the documents that requires authentication?

Answer:   Please refer to TAB B-2 in the Checklist of Technical Requirements (Page 2).

Request:  Extension of the bid opening for four (4) weeks from its original schedule

·      For the PRC License, can we remove it? Since the proposed solution does not handle any internal electrical requirements hence for any certification we suggest to change it to “Certified Video Conferencing Engineer or Video Conferencing Engineers with at least”. (such individual is trained and certified to install and support the proposed solution) 

1a. We need at least two (2) engineers.

1b. Yes, we can remove the PRC license requirement as long as they are “certified as qualified trained personnel for this field”.

3.  We can remove PRC certification number since the PRC requirement is waived.

4. That said ___________________ shall be personally present at the jobsite to supervise the phase of the works needed pertaining to this assignment as (Designation), all the time. 

·      Can we remove the “all the time”? Since· the proposed solution requires 24x7 offsite it’s a conflict between the requirements also we will handle 8x5 onsite support if any severity/problem occurs with the system that needs to have a stand by assistance.

4.  We can remove the presence of engineer all the time, however, the support in any form (txt, email, phone call, and messenger) should be available 24 x 7, or a temporary replacement of equipment should be immediately in place in order to avoid disruption of service until such time that  the problem is resolved.

B.  Queries of Powercraft Solutions & Data Infrastructure, Inc.

1.   Group700 and Group310 are pertaining to specific video conferencing brand, can we offer other brand that can also comply with your requirements?

1.   Yes, they can offer other brand as long as they can comply with the requirements and the product is not made from China.

2.   We would like to clarify if your requirement is 8-way Full HD (1080p) connection or 8-way SD (Standard Definition) connections since most of the available monitor screen in the market comes with at least Full HD (1080p) resolution?

2.   We do favor 8-way Full HD connection to be ready for our future big bandwidth capability.

3.   Does your system requirement include capability to schedule and send link invite to join in the conference?

“A contract is considered similar to the Project to be bid if it involves goods and related services of the same nature and complexity as those which are subject of the public bidding concerned.” (p. 44, GPM Vol. 2)

In this instant Project to be bid, any contract undertaken by the prospective bidder involving the supply, delivery, installation, testing, integration and commissioning of similar equipment or instrument shall be considered.

2.  Please confirm if both servers and radio and equipment requires a Manufacturer’s Authorization Certificate.

Yes, both Servers and Radio Equipment must have a Manufacturer’s Authorization Certificate.


3.  On Item 8.1.3. Data Services Specifications

Winning bidder must support core data services such as storage creation, backup, restore, clone and move for multiple locations so that data services in Remote offices can be supported without needing to send resources onsite. Can you clarify this, does this mean DSE (Dedup Storage Engine – Cloud Based Deduplication) i.e. Amazon S3 cloud storage service or Azure?

 

Data Services - Creation, Backup, Restore, Clone and Move is not particularly related to DSE or any de-duplication techniques.  The intention of this requirement is for the client to have the ability to easily manipulate data stores (Create VM’s, Backup VM’s, Restore VM’s, Clone VM’s and Move VM’s)  in the form of virtual machines, such that creation of data stores can be executed on any remote locations from a single location (e.g. Ability to create, backup, restore, clone and move a VM on a server located in any FFWC to any FFWC and vice versa with the provision of internet connectivity). Remote offices/locations mean a remote PAGASA data center or PAGASA Flood Forecasting and Warning Centers.

4.  The system must support global inline data deduplication (dedup) and compression functions concurrently for all data. Data size should be optimized in 8K blocks or less to optimize data storage and improvement performance.  No additional CPU resources should be required for supporting these functions.  With this, can we clear if you want to have an Appliance that can do such 8K block compression? i.e. Dell EMC VNX or software OneFS? Can you please specify?

Inline De-duplication by definition in the Terms of Reference (TOR) is the capability of any proposed solution to reduce stored data by filtering unique information as it arrives on the system in real-time.  By this definition, we are looking any solution, preferably hardware-based, that can match unique data by at least 8KB blocks to filter enough duplicate that will be stored in hard-drive and achieve storage efficiency.

Invitation to Bid (IB)
for the
“Printing and Delivery of 14 kinds of Flyers and 5 kinds of Posters”
 

1.       The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), through the Regular Fund 101 intends to apply the sum of One Million Four Hundred Thirty Five Thousand Pesos (Php1,435,000.00) only, being the Approved Budget for the Contract (ABC) to payments under the contract for Printing and Delivery of 14 kinds of Flyers and 5 kinds of Posters”. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.       The PAGASA now invites bids for the Printing and Delivery of 14 kinds of Flyers and 5 kinds of Postersas per Project specifications indicated in the Terms of Reference (TOR) / Technical Specifications. Contract Term is within fifteen (15) calendar days. Price is inclusive of VAT and all other applicable taxes. Price Validity is one hundred twenty (120) calendar days. Warranty is as per Terms of Reference (TOR) / Technical Specifications commencing from the date of issuance of final acceptance of the Project by PAGASA.

3.       Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 2. Instructions to Bidders and Checklist of Eligibility Requirements.

4.       Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act  9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

5.       Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 6.       Interested bidders may obtain further information from PAGASA BAC Secretariat and inspect the Bidding Documents at the 3rd Floor, Accounting Section, PAGASA Main Building, Science Garden Complex, BIR Road, Diliman, Quezon City, from 9:00 a.m. to 4:00 p.m. It may also be downloaded at the PhilGEPS Website free of charge.

7.       A complete set of Bidding Documents may be purchased by interested Bidders from the above-stated address and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php5,000.00) only.

8.       Bids must be delivered to the address below not later than 28 June 2017 on or before 2:00 p.m. Late bids shall not be accepted. 10.   The bidders shall submit three (3) copies of their duly accomplished eligibility requirement, technical and financial proposals in two (2) separate envelopes, duly marked and sealed following the instructions under Item 20 of the BDS.

11.   All bidders are allowed to participate in the pre-bid conference. Bidder’s duly authorized representatives must show proof of their authority to participate in the pre-bid conference, such as, duly signed authorization, notarized secretary’s certificate or special power of attorney. Only two (2) representatives per bidder shall be allowed during the pre-bid conference.

12.   Bidders shall complete the appropriate Price Schedules to be provided to the bidders as part of the Bidding Documents, stating the unit prices, total price per item, other inclusive charges such as insurance fees, freight charges and applicable local and foreign taxes, the total amount and the expected countries of origin of the Goods to be supplied under this Project.

This Bid Bulletin is being issued in response to the additional queries submitted in writing by prospective bidder and to further amend certain provisions in the Bidding Documents, as follows:

Query #1.    Whether or not the scope or the number of years of statement of completed government or private contracts that are similar in nature as prescribed in Item No. 3 of the Invitation to Bid (IB) could be extended.
Answer:      To encourage wider participation and competition among interested bidders, the scope of the bidder’s statement of all government and private contracts that are similar in nature prescribed under Item No. 3 of the Invitation to Bid (IB) and the BDS is hereby amended, FROM: THREE (3) years, TO: TEN (10) years from the date of submission and receipt of bids.

Query #2.    Whether or not a 3rd party Distributor/Reseller/Partner is allowed to issue a Manufacturer’s Certificate for those sensors that are exclusive to a specific entity as mentioned in the pre-bid.
Answer:      Yes, issuance by a 3rd Party Distributor/Reseller/partner of a Manufacturer’s Certificate or equivalent Certification for sensors exclusive to a specific entity shall be allowed; Provided that, the authority of the said 3rd Party Distributor/Reseller/partner to issue the same could be established through submission of pertinent document/s to that effect.

Query #3.    When and what contracts are considered “similar” to the instant Project to be bid?
Answer:      “A contract is considered similar to the Project to be bid if it involves goods and related services of the same nature and complexity as those which are subject of the public bidding concerned.” (p. 44, GPM Vol. 2)
In this instant Project to be bid, any contract undertaken by the prospective bidder involving the supply, delivery, installation, testing and commissioning of similar equipment or instrument shall be considered.

Query #4.    What are the documentary requirements to be submitted by a Joint Venture (JV) Partners in order to be considered eligible to bid?
Answer:      Please refer to the pertinent provisions of Section II. Instructions to Bidders for the specific documentary requirements which must be submitted by the respective Joint Venture partners, in case of Joint Venture Partnership.

Query #5.    Provision of Advance Payment and Progress Payment
Answer:      PAGASA shall be allow the provision of an Advance Payment not to exceed fifteen (15%) percent of the total contract amount upon a written request by the SUPPLIER which shall be submitted as a contract document; and, accompanied by an irrevocable standby letter of credit or a bank guarantee of equal amount, issued by a Commercial or Universal Bank. The irrevocable standby letter of credit or a bank guarantee shall remain valid until the goods are delivered and accepted by PAGASA.
                     On the other hand, Progress Payments shall not be allowed for purposes of the implementation of this instant Project.
                   The advance payment shall be repaid by the winning bidder by deducting the amount requested from its final payments.

1)     Miniature Circuit Breaker and Surge Protection

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: Given that these 2 devices are minor accessories, we believe that the make and model should not be specified.

Ø Other brands or models for these items that have equal or higher specifications than those stated in the Terms of Reference (TOR) are acceptable.

2)     Surge Protection

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: The requested brand is Loan Track with model TK-LT240-15A-DIN2. The TK-LT250-15A-DIN2 is the closest matching model and is a 120-260VAC surge protection device.  As the AWS is connected to solar and battery rated at 12V, the TK-LT24-15A-DIN2 be more appropriate from the same manufacturer? Alternatively, perhaps the Bidder should propose an equivalent model.

Ø Other brands or models for these items that have equal or higher specifications than those stated in the TOR are also acceptable.

3)     Miniature Circuit Breaker

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: The manufacturer “Amico US” cannot be located. The circuit breaker appears to be made by CHINT in China and is rated at 230/400VAC and not 400VDC. Are we able to offer a suitable specification with a different brand and model of circuit breaker? Eg 500VDC, 10Amp, 2 poles?


Ø Other brands or models for these items that have equal or higher specifications than those stated in the TOR are acceptable. However, only brands with UL, ANSI or ISO certification/ approval as standardization of the prescribed circuit breaker must be offered.


4)     Pressure Port or Static Pressure Head:

Reference: Technical Specifications (Item F, 1.0 Sensors).

Query: There is no requirement listed for a pressure port or static pressure head. Is this required? If not, what is the PAGASA standard requirement for the external port?


Ø The pressure sensor will be installed inside the cabinet with the hose protruding outside the cabinet. A static pressure head is not required.


5)     Surge Protection Unit (SPU) 09120

Reference: Technical Specifications (Item F, 1.0 Sensors).

Query: The wind Sensor Surge Protection Unit (SPU) model 09120 from RM Young is not available.  The standard model is the model 19120. Is this the required model? If not, please confirm model number requirement or functional specification.


Ø Wind Sensor Surge Protection Unit (SPU) Model 19120 will be required, instead of Model 09120.

6)     Surge Protection Unit (SPU) Mounting

Reference: Technical Specifications (Item G, General Notes (8))

Query: The SPU shall be “placed at the mounting bracket”. Please confirm that this mounting bracket refers to the Wind Sensor Mounting Bracket.


Ø Yes, the mounting bracket refers to the “wind sensor mounting bracket” where the SPU for wind sensor shall be mounted.

7)     LoggerNet Software Linux/Windows

Reference: Technical Specifications (Item 9, Collection Server and peripherals>Maintenance Laptop).

Query: The specification of the computer is for Windows 10, yet the LoggerNet requirement is for Linux version. Please confirm.


Ø The collection server will run on CentOS which will be configured by PAGASA while the maintenance laptops must run on two (2) OS, Linux and Windows. Since we already have LoggerNet on Windows, we will also need LoggerNet running on Linux. Hence, laptops with dual OS plus LoggerNet on Linux are required.

8)     Boot Strap Theme

Reference: Technical Specifications (Item 9 Collection Server and peripherals>Maintenance Laptop).

Query: Please clarify the requirement for Boot Strap Theme.


Ø Since PAGASA will be responsible for the development of the collection server system and improvement of the web server hosting AWS data, Boot Strap Theme software is needed for the development of the servers.

9)     Calibration Testing at the Instrument Development Research Unit (IDRU).

Reference: Technical Specifications (Item G, General Notes (1)).

Query: Randomly selected sensors shall be subjected to calibration tests.  Is the cost for this to be borne by the contractor or PAGASA


Ø Calibration testing fee shall be borne by the Contractor (winning bidder).

10)    PAGASA Standard Configurations

Reference: Technical Specifications (Item G, General Notes (2, 3, 4, 6)).

Query: Please confirm that the standard configurations and setting by PAGASA will be supplied to the contractor after award.


Ø The servers and data loggers shall be delivered initially to PAGASA Central Office for configuration by PAGASA then, the data loggers will be returned to the Contractor for installation to the sites. Wiring diagrams will also be provided prior to the start of installation at the sites.


11)    Real time Visualization

Reference: Technical Specifications (Item G, General Notes (25))

Query: Please clarify the meaning of this requirement. “Only PAGASA stations shall be provided with real-time visualization through existing PC’s for AWS observed data”


Ø PAGASA will provide the Contractor with the visualization software and will be oriented regarding the installation process of computers at the sites.  The contractor will also provide physical network connectivity between the AWSs and the PAGASA station PCs. However, only PAGASA stations shall be provided with the visualization system.


12)    Manufacturer’s Certificate.

Reference: Checklist of Requirement

Query: Please confirm which equipment requires a Manufacturer’s Authorization Certificate.  Given that the equipment is sourced from multiple different specified suppliers, this requirement will make it impossible to have a fair and competitive tender. It will be impossible for most potential bidders to obtain these certificates for all sensors and other equipment.


Ø Manufacturer’s Authorization Certificate will be required for sensors and data logger only.

 

 

13.   Wind Mast

Reference: Technical Specifications (Item F, Wind Mast)

Query: During the pre-bid conference a drawings was displayed showing the Mast and the material thickness of the various sections.  These thicknesses differ from the written specification. Please confirm which is required.


Ø The drawings shall prevail over the TOR.

14. Control Box

Reference: Technical Specifications (Item 5.0, Control Box)

Query: Is Paint Finish of RAL7035 instead of RAL7032, acceptable?


Ø RAL pertains to color palette only. Any color in the grayish shade is acceptable.

15. Documentary Requirement for JV

Reference: Checklist of Requirement

Query: Please advise the checklist of documents for bidders forming a JV with foreign partner.


Ø On Joint Venture requirements:

§ Each member of the Joint Venture shall submit the Legal documents under the eligibility requirements (GPPB NPM 018-2005). This is to ensure that all the parties in the Joint Venture have the requisite legal personality to conduct business.

§ The Government also recognizes the need to encourage small and medium businesses which are unable, either technically or financially, to carry out a business undertaking on its own, to solicit the assistance of capable or bigger businesses through an Joint Venture, thus, it is sufficient that the Technical Documents and the Financial documents under the eligibility requirements should be complied with by at least one of the members of the Joint Venture for purposes of determination of its eligibility (Ibid).

§ The Technical Proposal and Financial Proposal envelopes shall be submitted in the name of the joint venture by its authorized representative.

16. Calibration Testing

Reference: Technical Specifications (Item G. General Notes No. 1)

Query: Please confirm if the cost for calibration testing will be at the expense of the bidder.

1.     Single Largest Contract (SLC) – If the Supply & Delivery of Radiosonde Transmitter is acceptable as an SLC since the Radiosonde Transmitter are use for Weather Monitoring and have sensors for Barometric, Relative Humidity & Wind Sensor, etc.

Ø Yes, it is considered as SLC that is similar in nature to the contract to be bid. 

2.     Manufacturer’s Authorization – Request to remove this requirement as part of the Technical Requirement, due to the AWS have several sensors and with different authorized distributor. The manufacturer will not issue this document if they already have existing exclusive distributor in the Philippines.  It will also be favourable in your agency if there will be more bidder to submit their tender offer.

Ø Manufacturer’s Authorization Certificate will be required for sensors and data logger only.

3.     Request for two (2) weeks extension of the bid opening for the preparation of our bid offer.

2.1   A Twenty Percent (20%) Down Payment against our Guarantee Bond.

This agency is guided by the 2016 Revised IRR of RA 9184 in the conduct of its bidding process. Item 4.5 of Annex “D” Contract Implementation Guidelines for the Procurement of Goods, Supplies and Materials, which states that “Upon submission of an irrevocable letter of credit or bank guarantee issued by a Universal or Commercial Bank, advance payment not to exceed fifteen percent (15%) of the contract amount shall be allowed and paid within sixty (60) calendar days from signing of the contract. xxx”

§ Request for a 20% down payment against the Guarantee Bond is therefore, not allowed.

2.2   Instead of two (2) years Retention Money our company will issue a Surety Bond.

Sec. 62 (62.1) of the 2016 Revised IRR of RA 9184 states that “The obligation for the warranty shall be covered by either retention money in an amount equivalent to at least one percent (1%) of every progress payment, or a special bank guarantee equivalent to at least one percent (1%) of the total contract price. xxx”

§ Request for the submission of a Surety Bond is not acceptable.


2.3   End-user (PAGASA) will shoulder the Duties and Taxes.

§ As far as the Purchase Requests are concerned (P.R. Nos. 16-0885 & 16-0886), the Approved Budget for the Contract (ABC) for the project is inclusive of all applicable import duties and taxes.  It is not within the jurisdiction of the BAC to amend or modify the herein approved ABC.

I.      Factory Acceptance Testing & Factory Training

Five (5) PAGASA personnel shall be sent to country of origin to perform factory acceptance test and to attend the training. Three (3) shall conduct inspection at manufacturer’s facility for Factory Acceptance Testing (FAT) while the two (2) others will participate in the factory training.  These activities shall be conducted across five (5) calendar days.  All related expenses, such as, round trip air fare, transportation; lodging/ accommodation and daily allowances amounting to 150 USD for each participant shall be shouldered by the winning bidder.

 

Six (6) PAGASA personnel shall be sent to country of origin to perform factory acceptance test and to attend the training. Three (3) shall conduct inspection at manufacturer’s facility for Factory Acceptance Testing (FAT) while the three (3) others will participate in the factory training.  These activities shall be conducted across five (5) calendar days.  All related expenses, such as, round trip air fare, local transportation; lodging/ accommodation and daily allowances amounting to 150 USD for each participant shall be shouldered by the winning bidder.

J. SITE ACCEPTANCE TESTING & ON-SITE TRAINING

A 5-day On-Site Training local-PAGASA) with at least ten (10) participants shall also be conducted by the winning bidder. Training courses shall cover operation, maintenance and data interpretation. Training materials and meals shall be provided to the participants by the winning bidder.

The Site Acceptance Test (SAT) may be conducted simultaneously with the On-Site Training.

A 5-day On-Site Training local-PAGASA) with at least twenty-four (24) participants shall also be conducted by the winning bidder. Training courses shall cover operation, maintenance and data interpretation. Per diems, training materials and meals shall be provided to the participants by the winning bidder.

The Site Acceptance Test (SAT) with at least two (2) participants may be conducted simultaneously with the On-Site Training. All expenses shall be covered by the winning bidder.

L. WARRANTIES

A Limited 2-Year Manufacturer’s Warranty shall be in effect for all materials supplied in this program.

M. AFTER SALES SUPPORT

The prospective bidder shall include in its bid a commitment for at least two (2) years support to PAGASA for the repair and maintenance of the HF Radar units to be supplied.

This Bulletin is hereby issued to all prospective bidders that, for and in consideration of the long process of causing the authentication of pertinent documents with the Philippine Embassy by the local bidders’ foreign counterparts, which is a situation that is beyond the control of the latter; and, so to achieve an speedy, effective and efficient conduct of the bidding process of the instant Project, the PAGASA Bids and Awards Committee for Goods and Consulting Services (PAGASA-BAC-GCS) hereby resolve, to allow prospective bidders  to submit their respective foreign partners’ Legal, Technical and Financial documents during the scheduled submission and opening of bids sans the authentication thereof by the Philippine Embassy. Provided, that, the prospective bidder must attach proof, such as Official Receipts or a Certification duly issued by the Philippine Embassy where the authentication of the documents are being processed. Provided, further, that the allowance thereof shall be construed only for purposes of determining the completeness of the submission of said documents in accordance with the Checklist of Requirements of the Project; and, the required documents for authentication shall be timely submitted to the PAGASA-BAC-GCS during the post-qualification stage of the bidding process. Provide, finally, failure to submit the same within the period specified in the Notice shall cause the automatic rejection by the PAGASA-BAC-GCS bidder’s proposal for the Project.
