PHILIPPINE AGRI-WEATHER FORECAST

The weather systems that will affect the whole country are frontal system, easterlies, southwest monsoon and intertropical convergence zone (ITCZ).

Throughout the dekadal period, Northern Luzon especially Ilocos Region, CAR, Cagayan Valley will be cloudy with light to moderate rains and isolated thunderstorms. Mindanao will experience cloudy skies with rainshowers and isolated thunderstorms due to enhanced convection brought by ITCZ. While the rest of the country will have fair weather with possible isolated rainshowers or thunderstorms mostly in the evening or afternoon.

Light to moderate winds coming from southeast to east will prevail over Mindanao, Visayas and eastern section of the country and from southwest over western section especially of Northern Luzon.

During the forecast period, the coastal waters throughout the whole country will be slight to moderate seas.

The eastern and central equatorial Pacific is in neutral condition.

The Computer Programmer II will directly report to the Chief of the Research and Development and Training Division (RDTD) particularly on the technical needs of the Project.

Responsibilities for this position may include but are not limited to:

• Develop relevant algorithms, programs and software as required by the Project.
• Assist in preparation of technical reports and manuscripts for publication.
• Plans, organizes and coordinates various technical/ administrative work/ activities under the Project.

Successful applicant must have:
• Experience in most if not all of the following:
 Windows/Linux Administration
 Python, Fortran, C++ or other high level programming language
 HTML, CSS, Joomla CMS

Background in Meteorology and knowledge in Numerical Weather Prediction modeling is an advantage.

TERMS OF REFERENCE FOR SENIOR RESEARCH ASSISTANT (VOTE Project-3)

Project Title: Improvement of Forecast Capability on Weather, Marine Meteorology and Short-range Climate
Sub-component Project 3: Observations and dynamical downscaling of seasonal and sub-seasonal forecast
Project Duration: 30 months

The Project, ‘Improvement of Forecast Capability on Weather, Marine Meteorology and Short-range Climate’ is an international joint project with Taiwan Central Weather Bureau (CWB) and National Taiwan University and PAGASA. The project is subdivided into 3 components with Component 3 being implemented by PAGASA/CLIMPS and locally funded by Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD).
The proposed research is expected to provide a conceptual basis for understanding the S2S (15-60 days) variability, increase the current understanding on dynamical processes in the atmosphere and ocean in the subseasonal to seasonal time scale. The collaboration with CWB and PAGASA will lead to contribute to their efforts in improving the current predictability skills with special emphasis on S2S extremes. Ultimately, this project will develop an S2S forecast system that will benefit many end-users in the two countries.

In line with this, PAGASA will be hiring one (1) Senior Research Assistant that will conduct the following activities:
• Carry out collection of relevant data;
• Perform data processing and analyses;
• Perform computer programming work for the design and development of S2S forecast system, procedures, and program documentation;
• Provides administrative, financial and technical assistance to the project
• Prepare reports, summaries and presentations;
• Coordinate the various activities to be conducted under the project such as trainings/workshops;
• Assist in the writing of Final Report; and
• Perform other activities that may be required by the Project Leader and Project Staff

Occupational Competencies:
• Must be skilled in any two of the following object-oriented programming languages: R, Python, Java, C++,C#, Matlab
• Proficient with computing platforms such as but not limited to Unix system (i.e., Linux) and Windows;
• Familiar with the use of High Performance Computing System;
• Ability to conduct research studies;
• Good oral and written communication skills;
• Background on GIS and other spatial visualization platforms (preferred but not required); and
• Excellent organizational and time management skills

Education, Work and Training experience:
• Master or Bachelor’s degree in meteorology, physics, environmental science or ICT-related fields (Computer Eng’g/Science, ECE, IT);
• Relevant training in Meteorology and/or computer programming/ICT-related field
• Working experience is preferred but not required

Salary
• Monthly Salary: Php 28,969.20/month

Terms of Reference for Research Assistant

The PCIC in partnership with the United Nations Development Programme (UNDP) is implementing the “Scaling-up Risk Transfer Mechanisms for Climate Vulnerable Agriculture-based Communities in Mindanao which is referred to as “WIBI Mindanao Project” in Region X and XI focusing on the development of Weather Index Based Crop Insurance (WIBI) Package in the provinces of Bukidnon, Misamis Oriental, Misamis Occidental, Camiguin, Davao del Norte, Compostela Valley, Davao Oriental and Davao Del Sur as its project areas. It recognizes that farmers need to be prepared for less-damaging but high probability climate events through planned adaptation as well as low-probability but high-impact (or catastrophic) climate events through combination of disaster risk management and climate resilient farming practices, not only as critical in reducing climate vulnerability in their own right but as prerequisites for effective functioning and sustainability of the Weather Index-Based Insurance (WIBI) as they correspond to the important basis risks that need to be addressed.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), the government agency mandated to provide protection against natural calamities and the utilization of scientific knowledge as an effective instrument to ensure the safety, well-being and economic security of all the people will play significant role in the implementation of the WIBI Mindanao Project. Key activities to be undertaken under the project include the provision of relevant data needed for the computation of the weather based index as well as establishing a national preliminary correlation function for banana, sugarcane, coconut and cacao in major crop growing areas. Under the project PAGASA will provide historical weather data in Regions X and XI area of implementation necessary for designing and pricing of products in WIBI Mindanao Area. Detailed activities are discussed in the preceding sections of the report.

In line with this, PAGASA will be hiring (2) research assistants that will conduct the following activities:
1. Carry out collection of relevant data;
2. Assist in data processing and analysis;
3. Prepare/write reports, summaries and presentations;
4. Coordinate the various activities to be conducted under the project such as trainings/workshops;
5. Perform other activities that may be required by the Project Leader

Occupational Competencies:

• Must be computer literate. Skill in the use of computer spread sheet and/or database applications in the compilation of research data
• Must have experience in conducting research and has the ability to explain their studies: what they were trying to learn, the methods they used, what they found, and what they think the implications of their findings.
• Has the ability to communicate clearly and concisely both orally and in writing on technical issues.
• Ability to carry out research and prepare complete and concise reports on research activities.
• Must have background on Geographic Information System.
• Ability to communicate effectively, both orally and in writing
• Excellent organizational and time management skills
• Ability to evaluate, verify, and edit research data

Required Education and Experience:

• Bachelor’s degree in environmental science or agriculture
• Working experience/s in projects is/are preferred

The Climate Change Commission (CCC) in partnership with the United Nations Development Programme (UNDP) and the Australian Government (AusAID), is implementing the RAPID Program under the Project Climate Twin Phoenix which is a capacity development program in support of the long-term recovery of local governments units and communities in Yolanda-affected areas.

One of the primary output of the program is to assess the climate/disaster vulnerabilities of the target areas to geological, meteorological and meteorological-induced hazards due to climate change. A necessary and basic requirement to generate this output is to produce the integrated flood model for the river basins traversing the Municipalities of Dulag, Mayorga and MacArthur. This component will also provide the physical and socioeconomic vulnerabilities of the concerned population and socio-economic support systems, to meteorological and meteorologically-induced hazards, and their intensification because of climate change.

RAPID program will be partnering with the Philippine Atmospheric, Geophysical and Astronomical Services Administration, through the Hydro-meteorological Division (HMD), a unit that assists the agency to prevent and mitigate the disastrous effects of flooding, to perform the river profiling and cross section survey as well as the flood inundation models.

II. Duties and Responsibilities

The Technical Consultant shall provide support in the instrumentation for hydrologic and hydraulic modelling and in the design of multi-hazard early warning system and services of the flood modelling study for the Typhoon Haiyan affected areas that will be implemented by the Philippine Atmospheric, Geophysical and Astronomical Services Administration. The Technical Consultant shall perform the following specific functions:

1. Assist the PAGASA RAPID team in the installation, calibration, maintenance and retrieval of hydrometeorological instruments.

2. Prepare reports pertaining to the installation, calibration, maintenance and retrieval of hydrometeorological instruments.

3. Prepare the technical design of a multi-hazard early warning system as required under the guidance of the PAGASA RAPID technical working group.

4. Ensure availability, accuracy and integrity of data through proper installation and maintenance when necessary.

5. Coordinate with other resource persons for the conduct of the critical activities of the project.

III. Requirements

a. Filipino national with professional license (Electronics or Electronics and Communications Engineering)
b. At least 5 years experience in hydrological or meteorological instrumentation
c. Knowledgeable in radio link design and planning software such as Radio Mobile and Pathloss
d. Experience in climate change mitigation or adaptation, disaster preparedness or early warning systems is an advantage
e. Good analytical and technical writing skills

IV. Coordination and Support

For the duration of the contract, the Technical Consultant will report to the Hydrometeorological Division of PAGASA, and shall work in close coordination with the Project Management Unit, identified government agencies, project partners and other relevant stakeholders.

V. Time Frame and Schedule of Payment

The Technical Consultant shall be engaged for seven months with 3 months probation period.

The total professional fee will be based on the approved project funds subject to the IP’s existing auditing and accounting rules and regulations. Payment will be made upon submission of deliverables and shall be charged against the budget of the RAPID program.

I. Background

Duration of Assignment: 6 months (with a possibility of extension)

Salary: P 20,000/per month

Duties and responsibilities

The Research Project Staff will be responsible for providing administrative assistance in general project implementation and management and day-to-day liaison with counterparts. He/She will provide comprehensive secretarial and administrative support to the Project, including drafting correspondence, taking of minutes, arranging for the processing of government clearances, making travel arrangements and related tasks. He/She will carry out his/her functions under the direct supervision of the Project Leader. Specifically, the incumbent will:

• Be responsible for day-to-day project correspondence, information sharing and filing ensuring that appropriate follow-up actions are taken. Assist in preparing evaluation reports, annual project reports, and update projects files. Prepare minutes of project meetings..
• Prepare and arrange communication/coordination with local and international project partners, stakeholders for project activities relating to the project implementation
• Liaise with project counterparts on day-to-day implementation of project activities.
• Assist with design, development and dissemination of project products and reports
• Assist in project and event planning and implementation with preparation of budgets of different activities according to the needs of the Project, preferably based on/in accordance with the PAGASA auditing and accounting rules and regulations
• Perform other duties as determined by the Project Leader

QUALIFICATIONS

Professionalism –
• Knowledge of the Philippine Government Auditing and Accounting systems. Demonstrate ability to manage processes and maintain accurate records.
• Ability to work independently and to maintain flexibility in working hours. Planning and Organising effective organisational skills and ability to handle work in an efficient and timely manner.

SKILLS AND QUALIFICATIONS

Education
University degree in Social Sciences, Engineering with some Financial/economic background or other related fields

Work experience
At least 2 years of research assistance experience, of which preferably; experience in providing assistance in project coordination and implementation.

Language proficiency
Fluency in written and spoken English as well as the local dialect

Other skills
Computer literacy is essential; Familiarity with Government (preferably PAGASA) Financial Regulations and Rules is regarded as an asset.

Position Title: Information, Education Campaign (IEC) Technical Expert

Work Location:
HTMIRDS – RDTD

Position Summary:

HTMIRDS-RDTD has an immediate need for 1 IEC Technical Expert to support the PAGASA Severe Wind Hazard Mapping Project of Compostela Valley and Davao Oriental Provinces, through the Project Climate Twin Phoenix of the Climate Change Commission (CCC).

The specific tasks of the IEC Technical Expert (TOR – Consultancy Services) are as follows:
a. Assist the PAGASA Project Team – Severe Wind Component in the coordination and conduct of the IEC;
b. Develop IEC design;
c. Upon approval of the PAGASA Project Team, engage the services of resource persons and coordinate with resource persons in the development of their respective IEC materials;
d. Review, consolidate and package IEC materials and coordinate with Project Team for their reproduction;
e. Submit end-of-activity report highlighting outcomes and impact of the activity, as well as critical policy recommendations.
f. Perform other functions as may be required by the Project.
Qualification Requirements
a. Expert in training program for LGUs, POs/communities and science teachers.
b. Experience in organizing IEC seminars and workshops;
c. Sound knowledge on hydrometeorological hazards (specifically severe wind), risk assessment and climate change and disaster risk management;
d. Demonstrated ability to work well in multidisciplinary teams and manage complex tasks;
e. Exhibits strong initiative and is able to work with minimal supervision.
f. Expert in networking with government agencies and LGUs,
g. Computer literate; and
h. Possess leadership and good communication skills

The Philippine Atmospheric, Geophysical and Astronomical Services Administration
(PAGASA) is in need of the services of a qualified candidate for the post of Technical
Coordinator for the program Resilience and Preparedness towards Inclusive
Development (RAPID) Program under the Project Climate Twin Phoenix (PCTP).

The Climate Change Commission (CCC) in partnership with the United Nations
Development Programme (UNDP) and the Australian Government (AusAID), is
implementing the RAPID Program under the Project Climate Twin Phoenix which is a
capacity development program in support of the long-term recovery of local governments
units and communities in Yolanda-affected areas.

One of the primary output of the program is to assess the climate/disaster vulnerabilities
of the target areas to geological, meteorological and meteorological-induced hazards due
to climate change. A necessary and basic requirement to generate this output is to
produce the integrated flood model for the river basins traversing the Municipalities of
Dulag, Mayorga and MacArthur. This component will also provide the physical and
socioeconomic vulnerabilities of the concerned population and socio-economic support
systems, to meteorological and meteorologically-induced hazards, and their
intensification because of climate change.

RAPID program will be partnering with the Philippine Atmospheric, Geophysical and
Astronomical Services Administration, through the Hydro-meteorological Division (HMD),
a unit that assists the agency to prevent and mitigate the disastrous effects of flooding, to
perform the river profiling and cross section survey as well as the flood inundation models.

II. Duties and Responsibilities

The Technical Coordinator shall provide support in the conduct of Expert Group Meetings
(EGM) and Information, Education and Communication (IEC) efforts of the flood
modelling study for the Typhoon Haiyan affected areas that will be implemented by the
Philippine Atmospheric, Geophysical and Astronomical Services Administration. The
Technical Coordinator shall perform the following specific functions:

1. Assist the PAGASA RAPID team in conducting all EGMs and IECs for the
municipalities covered by the study.

2. Consolidate and document all relevant information and turnouts of EGMs and IECs.

3. Develop the Information, Education and Communication design under the
guidance of the PAGASA RAPID technical working group.

4. Develop and design materials for the Information, Education and Communication
under the guidance of the PAGASA RAPID technical working group.

5. Form a team from his resources, as necessary, to assist in designing and
developing the IEC design and materials.

6. Engage the services and coordinate with resource persons for the conduct and
development of Expert Group Meetings and IECs.

III. Requirements

a. Filipino national with a bachelor’s degree in engineering, or other related courses
b. At least 5 years of experience in disaster preparedness or early warning systems
with government institutions or non-government organizations.
c. Training in disaster preparedness or early warning systems is an advantage
d. Good analytical and technical writing skills

IV. Coordination and Support

For the duration of the contract, the Technical Coordinator will report to the
Hydrometeorological Division of PAGASA, and shall work in close coordination with the
Project Management Unit, identified government agencies, project partners and other

V. Time Frame and Schedule of Payment

The Technical Coordinator shall be engaged for twelve months with 3 months probation period.

Salary will be based on UNDP approved rates in accordance with the established NIM
Guidelines subject to the IP’s existing auditing and accounting rules and regulations.
Salary will be made at the end of each month and shall be charged against the budget of the RAPID program.
