Project Title: Action-ready Climate Knowledge to Improve Disaster Risk Management for Small Holder Farmers in the Philippines

Title of Post: Research/Project Staff

Number of Staff Required: 1

Duty Station: Office of the Weather Services Chief, Climatology and Agrometeorology Division (CAD), PAGASA

Duration of Assignment: 6 months (with a possibility of extension)

Salary: P 20,000/per month

Duties and responsibilities

The Research Project Staff will be responsible for providing administrative assistance in general project implementation and management and day-to-day liaison with counterparts. He/She will provide comprehensive secretarial and administrative support to the Project, including drafting correspondence, taking of minutes, arranging for the processing of government clearances, making travel arrangements and related tasks. He/She will carry out his/her functions under the direct supervision of the Project Leader. Specifically, the incumbent will:

• Be responsible for day-to-day project correspondence, information sharing and filing ensuring that appropriate follow-up actions are taken. Assist in preparing evaluation reports, annual project reports, and update projects files. Prepare minutes of project meetings..
• Prepare and arrange communication/coordination with local and international project partners, stakeholders for project activities relating to the project implementation
• Liaise with project counterparts on day-to-day implementation of project activities.
• Assist with design, development and dissemination of project products and reports
• Assist in project and event planning and implementation with preparation of budgets of different activities according to the needs of the Project, preferably based on/in accordance with the PAGASA auditing and accounting rules and regulations
• Perform other duties as determined by the Project Leader


Professionalism –
• Knowledge of the Philippine Government Auditing and Accounting systems. Demonstrate ability to manage processes and maintain accurate records.
• Ability to work independently and to maintain flexibility in working hours. Planning and Organising effective organisational skills and ability to handle work in an efficient and timely manner.
• Ability to coordinate tasks to meet deadlines.

Teamwork – Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Demonstrate ability to develop and maintain effective work relationships with counterparts.
Communication – Ability to write in a clear and concise manner and to communicate effectively orally.


University degree in Social Sciences, Engineering with some Financial/economic background or other related fields

Work experience
At least 2 years of research assistance experience, of which preferably; experience in providing assistance in project coordination and implementation.

Language proficiency
Fluency in written and spoken English as well as the local dialect

Other skills
Computer literacy is essential; Familiarity with Government (preferably PAGASA) Financial Regulations and Rules is regarded as an asset.

Duties and responsibilities
• Carry out collection of relevant data;
• Assist in data processing and analysis;
• Prepare/write reports, summaries and presentations;
• Coordinate the various activities to be conducted under the project such as trainings/workshops;
• Perform other activities that may be required by the Project Leader

Occupational Competencies
• Must be skilled in the use of computer spreadsheet and/or database applications in the compilation of research data;
• Familiar with computing platforms such as but not limited to Linux and Windows;
• Ability to conduct research studies
• Good oral and written communication skills;
• Must have a background on GIS and other spatial visualization platforms; and
• Excellent organizational and management skills
• Bachelor’s degree in meteorology, physics, environmental science, and other related fields
• Working experience is preferred but not required
• Monthly Salary: Php 24,781.20/month based on the latest Memo sent by DOST regarding new rates effective July 2016
• Contract of Employment: 6 months (renewable dependent on performance and project duration)
