I. Background

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is in need of the services of a qualified candidate for the post of Technical Coordinator for the program Resilience and Preparedness towards Inclusive Development (RAPID) Program under the Project Climate Twin Phoenix (PCTP).

The Climate Change Commission (CCC) in partnership with the United Nations Development Programme (UNDP) and the Australian Government (AusAID), is implementing the RAPID Program under the Project Climate Twin Phoenix which is a capacity development program in support of the long-term recovery of local governments units and communities in Yolanda-affected areas.

One of the primary output of the program is to assess the climate/disaster vulnerabilities of the target areas to geological, meteorological and meteorological-induced hazards due to climate change. A necessary and basic requirement to generate this output is to produce the integrated flood model for the river basins traversing the Municipalities of Dulag, Mayorga and MacArthur. This component will also provide the physical and socioeconomic vulnerabilities of the concerned population and socio-economic support systems, to meteorological and meteorologically-induced hazards, and their intensification because of climate change.

RAPID program will be partnering with the Philippine Atmospheric, Geophysical and Astronomical Services Administration, through the Hydro-meteorological Division (HMD), a unit that assists the agency to prevent and mitigate the disastrous effects of flooding, to perform the river profiling and cross section survey as well as the flood inundation models.

II. Duties and Responsibilities

The Technical Coordinator shall provide support in the general management of the flood modelling study for the Typhoon Haiyan affected areas that will be implemented by the Philippine Atmospheric, Geophysical and Astronomical Services Administration. The Technical Coordinator shall perform the following specific functions:

1. Assist the PAGASA RAPID team in the accomplishment of the major milestones of the study.

2. Consolidate and document all relevant information and turnouts of EGMs and other relevant meetings.

3. Prepare financial and planning documents as required under the guidance of the PAGASA RAPID technical working group.

4. Prepare technical documents consolidated from project outcomes, technical consultants and the PAGASA RAPID technical working group.

5. Prepare reports, project updates and presentations as deemed necessary by the technical working group.

6. Coordinate with other resource persons for the conduct of the critical activities of the project.

III. Requirements

a. Filipino national with a bachelor’s degree in engineering, or other related courses, preferably with license if applicable
b. Familiarity with government procurement and processes
c. Knowledgeable in hydrologic and hydraulic modeling and Geographic Information Systems
d. Training in climate change mitigation or adaptation, disaster preparedness or early warning systems is an advantage
e. Good analytical and technical writing skills

IV. Coordination and Support

For the duration of the contract, the Technical Coordinator will report to the Hydrometeorological Division of PAGASA, and shall work in close coordination with the Project Management Unit, identified government agencies, project partners and other relevant stakeholders.

V. Time Frame and Schedule of Payment

The Technical Coordinator shall be engaged for seven (7) months with 3 months probation period.

The total professional fee will be based on the approved project funds subject to the IP’s existing auditing and accounting rules and regulations. Payment will be made upon submission of deliverables and shall be charged against the budget of the RAPID program.
