Subject:    “PAGASA Integrated High Performance Computing System (IHPCS) Extended Warranty/Support Services for HydroMet Decision Support System (HDSS)  and  Mesoscale Decision Support System (MDSS)”; ABC Php7,173,226.67 / PR No. 16-0608

This Bid Bulletin is being issued to prospective bidder/contractor to clarify submission of eligibility requirement for the project as a result of the Pre-negotiation Conference held on 04 September 2017 and to answer queries/clarifications of the participating bidder/contractor:

  • PhilGEPS Certificate of Registration and Membership under Platinum category in lieu of Class “A” documents shall be submitted.

Query 1.   With reference to the checklist - Bid Security (Technical Requirements - Tab A) – would like to confirm if for FORM OF SECURITY list is an OR, and we can initially submit Bid Securing Declaration?

Answer:  Yes, any of the forms listed in TAB A under Bid Security is acceptable such as, Bid Securing Declaration. 

Query 2.   Would you still issue a Bid Bulletin regarding the submission date? As mentioned during the pre-bid last Monday, we are encouraged to submit at an earlier date, anytime within the week of Sept. 11, 2017. This is due to fewer documents to prepare and submit plus, the project needs to begin the soonest time as well.

Answer:   Bid documents can be submitted prior to 18 September 2017.

Query 3.   Can we adjust the delivery lead time 60 days (instead of 15) since most of the work will be done by WDT who’s based in the US?

Answer:  Delivery period is extended from within fifteen (15) calendar days to within sixty (60) calendar days.

Query 4.   Can we do the 15% (or higher if possible) advance payment/mobilization fee upon receipt of NTP?

Answer:   Advance payment not to exceed 15% of the contract amount shall be allowed  upon submission of an irrevocable letter of credit or bank guarantee issued by a Universal or Commercial Bank, and paid within sixty (60) calendar days from signing of the contract. The irrevocable letter of credit or bank guarantee must be for an equivalent amount, shall remain valid until the goods are delivered, and accompanied by a claim for an advance payment. (Sec. 4.5 of the 2016 Revised IRR - Annex D)

This shall form an integral part of the Bid Documents.
