SUPPLEMENTAL / BID BULLETIN

Addendum No. 2017-036-01

Subject:  “Supply, Delivery, Installation, Integration, Testing, Training and Commissioning of Fully Motorized and Computerized 5.3-meter Radio Telescope for Observation and Research in Radio Astronomy – RE-BID”; ABC Php8,422,440.00 / PR. No. 2017-02-0091 / Ref. No.: IB 2017-036

This Bid Bulletin is being issued to all prospective bidders to clarify, amend and/or modify certain provisions in the bidding documents as a result of the Pre-bid Conference held on 19 September 2017; to answer written queries of the prospective bidder and to reschedule the submission and opening of bids, to wit:

I.      Terms of Reference / Technical Specifications:

II.        Written Queries of State Alliance Enterprises, Inc.

Query #1. Can we request a delivery extension for one hundred twenty (120) calendar days.

Answer:   The delivery period shall be extended from the original ninety (90) calendar days to one hundred-twenty (120) calendar days.

Query #2. Please kindly advise the Single Completed Contract, similar in nature – if the Various Astronomy Equipment and/or Receiving Equipment are accepted for Radio Telescope.

Answer:   Receiver Satellite projects (Satellite Antenna), Project related to the studies on the radio frequency portion of the electromagnetic spectrum emitted by astronomical objects, Communication Satellite projects that are used for television, telephone, radio, internet, and military applications and Microwave Receiver Projects are considered as similar projects.

Query #3. Original Equipment Manufacturer (OEM) warranty certificate – please confirm that only the winning bidder should provide the OEM Warranty Certificate upon delivery and installation of the equipment, and it is not part of the bid technical proposal. We can provide our own warranty certificate with our bid technical proposal.

Answer:  During the submission of the bids, only the Duly Filled-up Manufacturer’s Authorization Form or Duly Authenticated Certification of Sole/Exclusive Distributorship issued by the Manufacturer is required. OEM shall be required from the winning bidder. In your technical proposal, you can just submit Statement of Compliance as to Warranty.  Meanwhile, during the submission of bid, the supplier shall provide a clear written warranty describing the type of warranty PAGASA requires. (Reference: K. Warranty/Technical Support Availability in the TOR).

Query #4. Price for the Spare parts – can we request that the price validity of the spare parts in USD or Euro will only valid for 2 years, the price is regularly increase each year from the supplier.

Answer:   PAGASA is requesting that the supplier shall include a list of major parts with corresponding price in foreign currency valid for two (2) years after the expiration of the warranty.

Query #5. Emergency Repairs:

§  Response time – We would like to request to extend the request time from 48 hours to 72 hours week days from receive of report.

Answer: Since the goods is imported, given the fact that the equipment will be ordered from abroad, the End-user extends the response time from within 48 hours to within 72 hours.

§  Repair time – we would like to request a sixty (60) calendar days of the repair/replacement of the defective parts. The spare parts are not available on the shelf and need time to manufacture them.

Answer: The requested sixty (60) c.d. is too long from the proposed seven (7) c.d.as indicated in the TOR. Instead, the repair time shall be within 30 c.d. if parts are not available on site.

§  Provision of Service Unit – May we request to remove this condition as it is not possible to order a spare unit which is not saleable items and very costly to stock such unit.

“Provision of service unit is required to provisionally replace the defective parts until such time that it was repaired”

Answer: During the installation and testing period, where one or two of its Radio Telescope parts become defective, the winning bidder should replace it at once without extra cost from PAGASA.


II.     Additional Clarification:

§  On the requirement of having a single completed contract whose value is at least 50% of the ABC of the Project to be bid, prospective bidders may be allowed to submit at least two (2) similar contracts the aggregate of which should be equivalent to at least fifty percent (50%) of the ABC of the instant Project to be bid; the largest of these similar contracts must be at least twenty-five percent (25%) of the ABC of the instant Project to be bid.  All contracts submitted shall be supported with complete documentary evidence.
