SUPPLEMENTAL / BID BULLETIN

Addendum No. IB 2017-032-06

Subject:  “Supply, Delivery, Installation, Testing, Training and Commissioning of Severe Weather Early Warning System Based on Total Lightning Detection”; ABC Php120,000,000.00 / PR No. 2017-05-0449 / Ref. No. IB 2017-2017-032

This Bulletin is hereby issued to answer queries submitted in writing by the prospective bidders for the project.

I.  ANSWER TO QUERIES OF TRANSMOLITOR TECHNOLOGIES CORPORATION

1.  Item G 4d. Lightning Detection Network Data Management System (LDN DMS), Convective Rainfall Estimates:

The bidder can provide alternate solution that will comply with the requirements.  Bidders are encouraged to present their methodology in their proposals.

Estimation of thunderstorm rainfall intensity using lightning densities and flash rates is not a proprietary technology of any one organization or company. The principles have appeared in research for the past decade. Presentations at scientific conferences and industry trade shows have detailed the R&D behind convective rainfall intensity estimates derived from lightning data generated by space instruments and terrestrial sensor networks of various density. This component is available from leading providers and has been operationalized by a sufficient number ofNational Hydrological Meteorological Services.

PAGASA intends to use weather radar information first and foremost, to be supplemented with high quality lightning data. This is standard practice among global NMHS. The simulated radar information requested here is intended as secondary guidance i.e. backup and gapfill for PAGASA’s radar data. It is also intended to help in cases of masking when intensive rainfall close to a radar attenuates the signal.

Bidders are requested to indicate compliance with this requirement and submit materials informing PAGASA of limitations (if any) of their algorithms that present lightning in dBZ within the RWDDS and/or APIs provided.

2.  Item G 4c. Lightning Detection Network Data Management System (LDN DMS), Severe Weather Weanings Based on Total Lightning

The bidder can provide their own solution to the requirements.  Bidders are encouraged to present alternate method that will comply to the required deliverables.  The term “total lightning” is not a proprietary technology, it pertains to the detection of both cloud-to-cloud and cloud-to-ground lightning.   Almost all major manufacturers of lightning detection technology are using this terminology

Thunderstorm identification, tracking, and alerting based on lightning cell characteristics such as densities, heights of IC, and/or flash rates is a key requirement of PAGASA end-users. This is not a proprietary technology of any one organization or company. The term “total lightning” i.e. the aggregate of CG and IC has appeared in research for over 20 years. According to PAGASA research there are several global suppliers offering total lightning detection and automated thunderstorm warnings based on it. This component has been operationalized by a sufficient number of National Hydrological Meteorological Services.

PAGASA intends to use weather radar information first and foremost, to be supplemented with high quality lightning data. This is standard practice among global NMHS. Within this context, derivative software products and combined packages offered by global suppliers enhance the value of lightning data to PAGASA end-users.

3.  Section F. System Overview:

A response on this item was provided in SUPPLEMENTAL / BID BULLETIN Addendum No. IB 2017-032-03. The Automatic Weather Station (AWS) and LDS may be located side by side at the individual PAGASA facilities listed in the site location list.

PAGASA routinely procures supporting technologies and associated services to enhance its capacity. Data solutions that integrate multiple data sets i.e. AWS and LDS are offered by a number of global suppliers. Furthermore they offer best value for PAGASA end-users.

4.  Item G 3b. Installation Hardware for Integrated LDS/AWS:

The bidder can provide alternate solution that will comply with the requirements.  Bidders are encouraged to present their methodology in their proposals.  

PAGASA has accurately surveyed available solutions and solicited materials from industry. The tender requires available technology that benefits PAGASA end-users and maximizes value.

PAGASA maintains high level of data quality. Requirements for AWS specifications and number of stations are detailed in the TOR. Bidders shall submit all relevant information with their bid response.

5.  Request for  Extension of Bid Submission up to 23 October 2017:

06 October 2017 is the maximum allowable deadline for submission and receipt of bids / Bid Opening.

II.  ANSWER TO QUERIES OF WESTPOINT ENGINEERING SUPPLIES

Query 1: If awarded to the Winning Bidder, is it possible to request an advance payment against a bank guarantee of letter of credit and remaining balance could possible a progressive billing payment as well? Please advise.

Answer: Advance payment not to exceed 15% of the contract amount shall be allowed  upon submission of an irrevocable letter of credit or bank guarantee issued by a Universal or Commercial Bank, and paid within sixty (60) calendar days from signing of the contract. The irrevocable letter of credit or bank guarantee must be for an equivalent amount, shall remain valid until the goods are delivered, and accompanied by a claim for an advance payment. (Sec. 4.5 of the 2016 Revised IRR - Annex D). There shall be no progress billing.  The remaining balance shall be paid upon completion and final acceptance of the project.

      Query 2. On suggestion to amend the Range and Accuracy on Air Temperature, Air Pressure and Solar Radiation.

Answer: The technical specifications stated in the Terms of Reference for the project shall be maintained.


This shall form an integral part of the Bid Documents.
