Subject: “Supply, Delivery, Installation, Testing, Training and Commissioning of Aviation Weather Observation System for Laoag and Zamboanga International Airports”; ABC Php 96,000,000.00 / PR2016-06-0492 / Ref. No. IB 2017-041
This Bid Bulletin is being issued to all prospective bidders to reschedule the submission and opening of bids and to answer official queries submitted by the prospective bidders, to wit:

II. Answers to Official Queries/Clarifications of the Prospective Bidders:

1. Are we required to do site inspection with signed certificate by PAGASA personnel assigned at site, to be able to comply with the requirement?
|All interested bidders are required to conduct actual ocular site inspection and coordination with the local PAGASA Aviation Meteorological Office and airport tower office (CAAP), as stated in the last bullet of Section G of the Terms of Reference, which reads:
“Bidders must conduct actual site survey to have accurate information and assessment.”
§ Bidders must submit installation plans for civil works, equipment, networking, method of installation and other requirements pertinent to the evaluation of proposals.
§ Bidders must secure and submit a certification from the local PAGASA Aviation Met. Office and local CAAP office that inspection was actually conducted, in their bid proposal.
|2. May we also request standard specifications of trenching, excavations of communications lines (depth and width).
||As a matter of reference and standard, bidders are encouraged to refer to the attached civil works plans from previous PAGASA AWOS installation. It is also encouraged that bidders shall coordinate with the office of CAAP for the local acceptable standards as well as compliance with international ICAO standards. Civil works implementation shall comply with accepted practices for digging works, trench layout, batter-board layout, conduit/cable layout including warning mesh, power and signal cabling works, etc. Civil works costing for each site installation shall be included in the proposal. |3. May we request that the communications will be radio link and LAN as backup?
||The bidders are encouraged to conduct actual site survey and ocular inspection with proper coordination with the local PAGASA aviation meteorological office and local airport tower office (CAAP) in order to provide a comprehensive technical proposal as well as the best and suitable installation methodology including the appropriate communication link. The bidders may provide a hybrid connectivity proposal that will address maximum uptime operation of the system with very minimal disruption. Proposals shall provide backup and redundancy measures for connections between sensors to PAGASA local aviation office as well as with the airport tower.

|2. When and what contracts are considered “similar” to the instant Project to be bid?
||2. Similar projects shall be those projects/contracts which are similar to the establishment of weather observation system for airport.

c. Runway Visual Range (2 sets) with Background Luminance Meter (1 set) and Present Weather Sensor ( set)
§ Request to open the sensor type.
|3. The PAGASA specified for a Transmissometer type sensor for the Runway Visual Range in order to promote standardization of Aviation Weather Observing Station installations of PAGASA as well as the requirement for a greater sampling volume of air between the two transmissometer sensors in the runway field.
Bidders are encouraged to provide proposals using the specified sensor type which should comply with the required deliverables and performance characteristics.
III. Additional Clarification - All deliverables must be stated in the “Detailed Cost Breakdown” prescribed format.
This shall form an integral part of the Bid Documents.
