QUERY ANSWER
1) Item 8.5.2 - After the site acceptance test, the radar system and its accessories shall be further tested for endurance by completing the 30 days continuous operation. If the system passed this test then it is considered commissioned but if not a re-test shall be made again and so on until the 30 days continuous operation has been achieved.

In case the continuous operation was interrupted due to system error/alarm, will the re-test duration be based on the remaining days when the operation was stopped and not the whole 30 days?
It is clear in the provision that the system shall be able to continuously operate for 30 days before it is considered commissioned. Any alarm or error during the testing period shall constitute a fault in the system and must be corrected. This signifies that the system did not pass the process; hence, the  30-day testing period shall be repeated until the desired operational condition is achieved.   
2) Item No. 11.7.9 - Capable of compositing data including data from other radar system. Must have ability to automatically remap and combine data from other radar data format.

Kindly provide the data format from other manufacturers.
PAGASA Doppler Radars are of different brands but capable of converting one data format to another specifically the data format enclosed in the parenthesis (netCDF, UF, HDF5, BUFR, CSV, image-jpeg/png).

Radar data format:

  1. Raw data (i.e. Reflectivity, Doppler velocity and Dual polarization products) are in binary, UF, RB5 and NETCDF format. No processing or smoothing should be done.

  2. Quality Controlled Radar Data (i.e. Reflectivity, Doppler Velocity and Dual Polarization products) are in binary, UF, RB5 and NETCDF format.  Ground clutters, sea clutters, interferences and other non-meteorological echoes are removed.

  3. All data must be in polar and decimal degrees format.

PAGASA current radar brands are as follows:

  1. EEC is using software called EDGE.

  2. VAISALA is using software called IRIS (iris).

  3. JRC is using JBIRDS.

  4. SELEX is using Rainbow5 (RB5).

Does this mean UPS with AVR or with AVR function? A separate AVR or built-in within the UPS?



Our requirement is a UPS with separate AVR.
  1. Section 11.10 - Power Supply specifications/site - 1-phase, 220 VAC, 60 Hz Mains.

Item No. 11.10.3 - Two (2) sets 15 KVA UPS in parallel with 15 minutes battery backup time.

Is the UPS for the whole building or Radar System only?

One (1) Dehumidifier, 18 liters/day dehumidifying capacity

Where is the location of the dehumidifier? Will it be installed inside the radome or equipment room?



The two (2) 15 KVA UPS in parallel are for Radar System only.




The dehumidifier shall be located inside the radar transmitter room.
Item No. 11.10.6

Ten (10) air conditioning units, 2.5 Hp window type.

Will the location and conduit rough ins, etc, for the air conditioning units be prepared by the building contractor?






Yes, materials and labor for installation of the 10 air conditioning units shall be the winning bidder's responsibility. The winning bidder should coordinate closely with the building contractor.

  1. Item No.11.12.1 - The system shall be capable of providing radar equipment monitoring (transmitter, receiver, radome, antenna and pedestal), reporting and displaying of status of radar functions to the BITE system.

What are the items to be monitored inside the radome?




The items to be monitored inside the radome are temperature and humidity.
Item No. 11.12.4 - To support Numerical Weather Prediction (NWP), the winning bidder shall ensure that the radar data shall be available for assimilation into the numerical weather model.


Please provide the conditions that can be used for assimilation into numerical model.
Radar data should be made available in the following format:
