SUPPLEMENTAL / BID BULLETIN

Addendum No. IB 2017-006-02

 Subject: “Supply, Delivery, Installation, Testing and Commissioning of Automatic Weather Stations”;  ABC Php63,639,439.00 / P.R. No. 2017-01-0082  (Ref. No. IB 2017-006)

This Bulletin is hereby issued to clarify, amend, and/or modify certain provisions in the bidding documents as a result of the Pre-bid Conference held on 20 April 2017 and to answer queries submitted in writing by prospective bidders, to wit::

A.    Queries of Integrated Energy           Systems & Resources, Inc. (IESRI)

PAGASA-BAC Answers

1)     Miniature Circuit Breaker and Surge Protection

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: Given that these 2 devices are minor accessories, we believe that the make and model should not be specified.

Ø Other brands or models for these items that have equal or higher specifications than those stated in the Terms of Reference (TOR) are acceptable.

2)     Surge Protection

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: The requested brand is Loan Track with model TK-LT240-15A-DIN2. The TK-LT250-15A-DIN2 is the closest matching model and is a 120-260VAC surge protection device.  As the AWS is connected to solar and battery rated at 12V, the TK-LT24-15A-DIN2 be more appropriate from the same manufacturer? Alternatively, perhaps the Bidder should propose an equivalent model.

Ø Other brands or models for these items that have equal or higher specifications than those stated in the TOR are also acceptable.

3)     Miniature Circuit Breaker

Reference: Technical Specifications (Item F, 3.0 Power Supply Specifications).

Query: The manufacturer “Amico US” cannot be located. The circuit breaker appears to be made by CHINT in China and is rated at 230/400VAC and not 400VDC. Are we able to offer a suitable specification with a different brand and model of circuit breaker? Eg 500VDC, 10Amp, 2 poles?


Ø Other brands or models for these items that have equal or higher specifications than those stated in the TOR are acceptable. However, only brands with UL, ANSI or ISO certification/ approval as standardization of the prescribed circuit breaker must be offered.


4)     Pressure Port or Static Pressure Head:

Reference: Technical Specifications (Item F, 1.0 Sensors).

Query: There is no requirement listed for a pressure port or static pressure head. Is this required? If not, what is the PAGASA standard requirement for the external port?


Ø The pressure sensor will be installed inside the cabinet with the hose protruding outside the cabinet. A static pressure head is not required.


5)     Surge Protection Unit (SPU) 09120

Reference: Technical Specifications (Item F, 1.0 Sensors).

Query: The wind Sensor Surge Protection Unit (SPU) model 09120 from RM Young is not available.  The standard model is the model 19120. Is this the required model? If not, please confirm model number requirement or functional specification.


Ø Wind Sensor Surge Protection Unit (SPU) Model 19120 will be required, instead of Model 09120.

6)     Surge Protection Unit (SPU) Mounting

Reference: Technical Specifications (Item G, General Notes (8))

Query: The SPU shall be “placed at the mounting bracket”. Please confirm that this mounting bracket refers to the Wind Sensor Mounting Bracket.


Ø Yes, the mounting bracket refers to the “wind sensor mounting bracket” where the SPU for wind sensor shall be mounted.

7)     LoggerNet Software Linux/Windows

Reference: Technical Specifications (Item 9, Collection Server and peripherals>Maintenance Laptop).

Query: The specification of the computer is for Windows 10, yet the LoggerNet requirement is for Linux version. Please confirm.


Ø The collection server will run on CentOS which will be configured by PAGASA while the maintenance laptops must run on two (2) OS, Linux and Windows. Since we already have LoggerNet on Windows, we will also need LoggerNet running on Linux. Hence, laptops with dual OS plus LoggerNet on Linux are required.

8)     Boot Strap Theme

Reference: Technical Specifications (Item 9 Collection Server and peripherals>Maintenance Laptop).

Query: Please clarify the requirement for Boot Strap Theme.


Ø Since PAGASA will be responsible for the development of the collection server system and improvement of the web server hosting AWS data, Boot Strap Theme software is needed for the development of the servers.

9)     Calibration Testing at the Instrument Development Research Unit (IDRU).

Reference: Technical Specifications (Item G, General Notes (1)).

Query: Randomly selected sensors shall be subjected to calibration tests.  Is the cost for this to be borne by the contractor or PAGASA


Ø Calibration testing fee shall be borne by the Contractor (winning bidder).

10)    PAGASA Standard Configurations

Reference: Technical Specifications (Item G, General Notes (2, 3, 4, 6)).

Query: Please confirm that the standard configurations and setting by PAGASA will be supplied to the contractor after award.


Ø The servers and data loggers shall be delivered initially to PAGASA Central Office for configuration by PAGASA then, the data loggers will be returned to the Contractor for installation to the sites. Wiring diagrams will also be provided prior to the start of installation at the sites.


11)    Real time Visualization

Reference: Technical Specifications (Item G, General Notes (25))

Query: Please clarify the meaning of this requirement. “Only PAGASA stations shall be provided with real-time visualization through existing PC’s for AWS observed data”


Ø PAGASA will provide the Contractor with the visualization software and will be oriented regarding the installation process of computers at the sites.  The contractor will also provide physical network connectivity between the AWSs and the PAGASA station PCs. However, only PAGASA stations shall be provided with the visualization system.


12)    Manufacturer’s Certificate.

Reference: Checklist of Requirement

Query: Please confirm which equipment requires a Manufacturer’s Authorization Certificate.  Given that the equipment is sourced from multiple different specified suppliers, this requirement will make it impossible to have a fair and competitive tender. It will be impossible for most potential bidders to obtain these certificates for all sensors and other equipment.


Ø Manufacturer’s Authorization Certificate will be required for sensors and data logger only.

 

 

13.   Wind Mast

Reference: Technical Specifications (Item F, Wind Mast)

Query: During the pre-bid conference a drawings was displayed showing the Mast and the material thickness of the various sections.  These thicknesses differ from the written specification. Please confirm which is required.


Ø The drawings shall prevail over the TOR.

14. Control Box

Reference: Technical Specifications (Item 5.0, Control Box)

Query: Is Paint Finish of RAL7035 instead of RAL7032, acceptable?


Ø RAL pertains to color palette only. Any color in the grayish shade is acceptable.

15. Documentary Requirement for JV

Reference: Checklist of Requirement

Query: Please advise the checklist of documents for bidders forming a JV with foreign partner.


Ø On Joint Venture requirements:

§ Each member of the Joint Venture shall submit the Legal documents under the eligibility requirements (GPPB NPM 018-2005). This is to ensure that all the parties in the Joint Venture have the requisite legal personality to conduct business.

§ The Government also recognizes the need to encourage small and medium businesses which are unable, either technically or financially, to carry out a business undertaking on its own, to solicit the assistance of capable or bigger businesses through an Joint Venture, thus, it is sufficient that the Technical Documents and the Financial documents under the eligibility requirements should be complied with by at least one of the members of the Joint Venture for purposes of determination of its eligibility (Ibid).

§ The Technical Proposal and Financial Proposal envelopes shall be submitted in the name of the joint venture by its authorized representative.

16. Calibration Testing

Reference: Technical Specifications (Item G. General Notes No. 1)

Query: Please confirm if the cost for calibration testing will be at the expense of the bidder.

Ø Pls. refer to our response in Query No. 9.


B.    Queries of State Alliance Enterprises, Inc.

PAGASA-BAC Answers

1.     Single Largest Contract (SLC) – If the Supply & Delivery of Radiosonde Transmitter is acceptable as an SLC since the Radiosonde Transmitter are use for Weather Monitoring and have sensors for Barometric, Relative Humidity & Wind Sensor, etc.

Ø Yes, it is considered as SLC that is similar in nature to the contract to be bid. 

2.     Manufacturer’s Authorization – Request to remove this requirement as part of the Technical Requirement, due to the AWS have several sensors and with different authorized distributor. The manufacturer will not issue this document if they already have existing exclusive distributor in the Philippines.  It will also be favourable in your agency if there will be more bidder to submit their tender offer.

Ø Manufacturer’s Authorization Certificate will be required for sensors and data logger only.

3.     Request for two (2) weeks extension of the bid opening for the preparation of our bid offer.

Ø Submission and Opening of Bid is rescheduled on 05 June 2017 (Ref. SBB - Addendum No. IB 2017-006-01

 
ADDITIONAL CLARIFICATION / INFORMATION:

1.    The winning bidder shall provide one (1) year subscription plan of SMS on the existing account of PAGASA.

2.  The issuance of Bidding Documents is extended until 02 June 2017, from 9:00 a.m. to 4:00 p.m.

This shall form an integral part of the Bid Documents.
