This Bid Bulletin is hereby issued to all prospective bidders to amend and/or modify certain provisions in the bidding documents of the above-entitled projects as a result of the Pre-bid Conference conducted on 07 December 2017 and to answer written queries submitted by the prospective bidders, to wit:

II.  Summary of clarificatory questions submitted by the Prospective Bidders


QUERY

ANSWER

1)  Request for extension of submission of bids for the bidders to have sufficient time to process documents that need consularization and other purposes

§  Extension of the submission of bids shall be until 22 December 2017 only to make room for the BAC to properly evaluate the bidders’ proposals and conclude the bidding process before the current year ends.

2)  That PAGASA-BAC allows the bidders to submit proof of receipt of the documents that need consularization while the same is on process to meet the deadline of submission of bids.       

§  Due to time constraints in the processing of consularization of bidding documents coming from the foreign partner, submission of Official Receipts and Certified True Copy of documents shall be allowed for purposes of determining the eligibility of a participating bidder provided that the same shall be made available by the bidder for post-qualification purposes.


3)  Item 3.2.3.1, TOR

From: The bidder shall submit supply record for Solid State C-Band Doppler Weather Radar fully installed for the last three (3) years with a copy of completion certificate or contract document between client and supplier.

6) Qualification Documents

Are bidders allowed to use their recently awarded contract as proof of qualification?

§  Qualification of bidders pertaining to their experience that is similar in nature refers to the bidder’s completed contracts.  Hence, newly awarded contracts, including those on-going contracts, though, similar in nature, could not be exhibited by the bidder as their experience for this project.

7) Whether or not bidders will be allowed to present aggregate contracts for their single largest completed contracts that are similar in nature.

§  To encourage more participation from interested bidders, thereby achieving the very purpose of public competitive bidding, bidders shall be allowed to present at least two (2) similar contracts the aggregate of which should be equivalent to at least fifty percent (50%) of the ABC of the instant Project to be bid; the largest of these similar contracts must be at least twenty-five percent (25%) of the ABC. All contracts submitted shall be supported with complete documentary evidence.
