II.  Clarificatory Questions submitted by the Prospective Bidder

Queries of West Point Engineering Supplies


1.  For the Manufacturer’s Authorization of X-band Radar, SCADA, Software and RTU, do we need to submit one for each Manufacturer? Just like in previous tender, the BAC required MAF for every sensor.

The BAC maintains the same instruction regarding Manufacturer’s Authorization Form (MAF). Bidders shall submit MAF for each of the respective major components of the Project i.e., X-band Radars, SCADA, Software, RTU.

2.   When and what contracts are considered “similar” to the Project to be bid? Does the bidder should have delivered a contract which have the X-band Radar, Compositing, RTU’s and SCADA?

For this Project, “similar” refers to projects involving radars, not limited to X-band types. Thus, the completed project/s should involve radar/s with RTU’s, SCADA and Compositing.

3.   Under Section C.1.0, the manufacturer of the radar equipment/system to be supplied must have at least five (5) years of manufacturing experience of X-band Dual Polarization Radar rain gauge using solid state transmitter. How about the manufacturer’s experience on the compositing?

As BAC had set five (5) years for manufacturing experience, it is understandable that compositing technology may have been acquired a little later. Hence, the procuring entity sets it to three (3)-year experience on compositing.

4.  Under Section G. 4.1, can you relax the requirements to 2- +92?

PAGASA specification shall be maintained.

5.  Under Section G.14, SCADA system, can you please clarify the point: To ensure redundancy, the Telemetry Unit will have two independent IP communication links. The diagram shows two ethernet lines coming out of the RTU, contradicting what we wrote above. Which is correct?

(The downloaded file might not be clear enough to show the figure.) The original figure indicates the independent IP communication links as “dual independent network connectivity” with the “C-band Network” and “Ku-band Network”, respectively.

This shall form an integral part of the Bid Documents.
